Delivered as Terraform-defined infrastructure on Google Cloud with a staging-to-production pipeline, secret management, and an authentication design ready for Okta and CAC login, packaged as repeatable infrastructure as code for the target DLA environment.

Principal engineer for ASI Government's federal acquisition platform, carrying it from three modules to a licensed suite of eight: governed AI chat, FAR research, procurement workflow, solicitation drafting, portfolio visibility, funding and invoice reconciliation, and a knowledge guide. Built the multi-tenant licensing layer, default-deny authentication, transactional email, and push-to-main CI/CD with rollback. Next.js and PostgreSQL in AWS GovCloud.

Cloud and identity engineering for two HHS agencies: secure AWS environments, RMF and ATO documentation (SSP, SAR, POA&M) aligned to FedRAMP Moderate, identity modernization with Okta OIDC and PIV/CAC federation, security automation with CloudTrail, Security Hub, and WAF, a Zero Trust readiness roadmap, and a multi-account landing zone spanning AWS Commercial and GovCloud.

Migrated a managed application into a new AWS environment, re-platforming across ECS, EKS, S3, and EC2 with load balancing and Route 53 while preserving service endpoints and minimizing downtime. Delivered disaster recovery architecture with documented RTO and RPO objectives, backup and restore workflows, and centralized monitoring and alerting.

TechRapha began in Northern Virginia medical practices, moving records off paper and building the networks, hosting, and websites around them. The same practice served retailers and, from year one, churches and nonprofits at no charge, funded by the paid work. Client list and references on request.
